Blinding Speed

   Type of feat: general (epic)
   Prerequisite: 21st level, dexterity 25+
   Specifics: The character is able to cast instant action haste on himself once per day. The effect will last 10 rounds.
   Use: selected
   Notes
   Requires Hordes of the Underdark.
   This feat will displace a single instance of each of expeditious retreat, haste, and mass haste, provided those spells had been cast by the character.
   This feat cannot be selected when taking a level of Harper scout.
   The haste effect is subject to dispelling. The effective caster level is the character's total hit dice.

Arelith Changes

Blinding Speed: Is now an Instant action and an extraordinary effect (not affected by antimagic). Duration increased to 3 turns. Has unlimited uses per day, but 8 turns of cooldown period. The cooldown of Blinding Speed is reduced by 1 turn every 6 combined Assassin, Harper Scout, Invisible Blade, Rogue, Shadowdancer, (Swashbuckler / 2) and Zhentarim Operative levels. Rogue levels are -not- required for this bonus to trigger. Although all applicable class levels stack, Swashbuckler adds 1 effective level towards the cooldown per 2 Swashbuckler levels so it takes 12 Swashbuckler levels to reduce the cooldown by 1 turn.

Removed Haste as feat effect but added all individual effects of Haste EXCEPT the spell casting effect.
Added +1 Attack
Added +50% Move Speed
Added +4 Dodge AC
Removed all spellcasting times are cut in half
If Haste is cast on someone with Blinding Speed, Blinding Speed is cancelled and Haste is applied
