What is it?

The Guild of Assassins is a shadowy organisation that meddles in the politics of the Realms. Any non-Guild member can take out a contract on someone that they would like to call out for Guild attention.

How does it work?

A customer speaks with the local Guild administrator, and sets up the contract for a particular value. That contract is then available for Guild members to see via the board, and the victim is warned formally that the Guild has a contract out on them (immediately, and every time they log in).

Would-be victims can annul a contract by speaking with the Guild administrator, and buying the contract out. In this case, the customer gets half their money back.

If they don't do this, and an assassin successfully fulfils the contract, they mark it complete by using their Guild dagger on the corpse. At this point, they receive 75% of the value of the contract (and the Guild gets the rest).

Someone who is assassinated loses any settlement leader positions they currently hold (which will trigger elections as if they had resigned).

Arelith rules notes

Assassins must abide by the rules of engagement and have interactive roleplay with their marks before attacking. They are allowed, however, to ignore the 24-hours grace period after PvP.

Possible future enhancements

We may add a delay of a couple of days before a contract goes "live", to ensure that the victim has a chance to buy it out before the contract is carried out.
